Hold monthly, open meetings at a local coffee shop
Build a webpage and create an email list (maybe on Yahoogroups)
Advertise all events and meetings on Witchvox (http://www.witchvox.com)
Advertise in local alternative newspapers
Place flyers in all Pagan and Pagan-friendly stores, consistently every month or two
Advertise on Email groups (get permission from the list owner- they will probably be happy to help)
Contact College groups
Contact local Pagan groups (they are listed on Witchvox but be discrete and heed Witchvox's privacy policy)
Tell friends, have them tell their friends

Start the food drive in advance in all Pagan and Pagan-friendly stores
Send Press Releases to all newspapers (Community Calendars), alternative and mainstream
